關(guān)于調(diào)整進(jìn)口棉花監(jiān)管方式的公告

為深入推進(jìn)“放管服”改革，進(jìn)一步改善口岸營商環(huán)境，提升貿(mào)易便利化水平，海關(guān)總署決定對進(jìn)口棉花品質(zhì)檢測監(jiān)管方式進(jìn)行優(yōu)化?，F(xiàn)就有關(guān)事項(xiàng)公告如下：
一、將現(xiàn)行由海關(guān)對進(jìn)口棉花逐批實(shí)施抽樣檢測調(diào)整為依企業(yè)申請實(shí)施；必要時(shí)，海關(guān)可實(shí)施監(jiān)督檢驗(yàn)。
二、進(jìn)口棉花收貨人或代理人需海關(guān)出具棉花品質(zhì)證書的向海關(guān)提出申請，海關(guān)在對進(jìn)口棉花實(shí)施現(xiàn)場檢驗(yàn)檢疫合格后實(shí)施現(xiàn)場抽樣、實(shí)驗(yàn)室檢測、出具品質(zhì)證書。
三、進(jìn)口棉花收貨人或代理人不需要海關(guān)出具棉花品質(zhì)證書的，海關(guān)在對進(jìn)口棉花實(shí)施現(xiàn)場檢驗(yàn)檢疫合格后直接放行。
本公告自2020年4月5日起施行。

Notice on adjusting the supervision mode of imported cotton
Announcement [2020] No.43
In order to further promote the reform of "release, management and service", f improve the port business environment, and enhance the level of trade facilitation, the General Administration of Customs decided to optimize the inspection and supervision mode of imported cotton quality. The relevant matters are hereby announced as follows:
1、 The current sampling inspection of imported cotton batch by batch by the Customs shall be adjusted to be carried out according to the enterprises‘ application; If necessary, supervision and inspection may be implemented.
2、 If the consignees or agents of imported cotton need to issue a cotton quality certificate, they should apply to the Customs. After passing the on-site inspection and Quarantine of imported cotton, the Customs should execute on-site sampling, laboratory testing and issue a quality certificate.
3、 If the consignees or agents of imported cotton do not require to issue a cotton quality certificate, the customs shall directly release the imported cotton after passing the on-site inspection and quarantine.
This announcement shall come into force on April 5, 2020.
