現(xiàn)將《中華人民共和國海關(guān)企業(yè)信用管理辦法》（海關(guān)總署令第237號(hào)）配套執(zhí)行的《海關(guān)認(rèn)證企業(yè)標(biāo)準(zhǔn)》（水運(yùn)物流運(yùn)輸企業(yè)、航空物流運(yùn)輸企業(yè)、公路物流運(yùn)輸企業(yè)單項(xiàng)標(biāo)準(zhǔn)）予以發(fā)布。同時(shí)，就有關(guān)實(shí)施事項(xiàng)公告如下 :
The standard for Customs certification enterprises (individual standards for water logistics transport enterprises (WLTE), air logistics transport enterprises (ALTE) and highway logistics transport enterprises (HLTE)) which is implemented in accordance with the measures for the administration of credit of Customs enterprises of  China (Order No. 237 of the General Administration of Customs) is hereby issued. Meanwhile, the announcement on the implementation matters is as follows:

　　一、本公告單項(xiàng)標(biāo)準(zhǔn)中所稱水運(yùn)物流運(yùn)輸企業(yè)、航空物流運(yùn)輸企業(yè)、公路物流運(yùn)輸企業(yè)，是指已經(jīng)在海關(guān)辦理注冊(cè)登記或者備案手續(xù)，直接負(fù)責(zé)運(yùn)輸工具經(jīng)營管理，從事水運(yùn)、航空、公路跨境物流運(yùn)輸業(yè)務(wù)或者境內(nèi)海關(guān)監(jiān)管貨物物流運(yùn)輸業(yè)務(wù)的企業(yè)。
 The term "WLTE, ALTE and HLTE," as mentioned in the single standard of this announcement refers to the enterprise that has already gone through the registration or filing procedures at the Customs, is directly responsible for the operation and management of transport tools, and is engaged in the cross-border logistics transportation business of water transportation, aviation and highway or the goods logistics and transportation business supervised by the domestic Customs.

　　二、水運(yùn)物流運(yùn)輸企業(yè)、航空物流運(yùn)輸企業(yè)、公路物流運(yùn)輸企業(yè)申請(qǐng)適用海關(guān)認(rèn)證企業(yè)管理的，應(yīng)當(dāng)同時(shí)符合《海關(guān)認(rèn)證企業(yè)標(biāo)準(zhǔn)》中的通用標(biāo)準(zhǔn)以及與其經(jīng)營業(yè)務(wù)相對(duì)應(yīng)的水運(yùn)物流運(yùn)輸企業(yè)、航空物流運(yùn)輸企業(yè)、公路物流運(yùn)輸企業(yè)單項(xiàng)標(biāo)準(zhǔn)。
If the application for customs certification enterprise management is applied by WLTE, ALTE and HLTE, they shall meet the general standards in the Customs certification enterprise standards and the individual standards of WLTE, ALTE and HLTE corresponding to their business operations.

　　三、已經(jīng)適用海關(guān)認(rèn)證企業(yè)管理的水運(yùn)物流運(yùn)輸企業(yè)、航空物流運(yùn)輸企業(yè)、公路物流運(yùn)輸企業(yè)，請(qǐng)按照本公告第二條的規(guī)定，對(duì)照應(yīng)適用的通用標(biāo)準(zhǔn)和單項(xiàng)標(biāo)準(zhǔn)，進(jìn)行自我評(píng)估和規(guī)范改進(jìn)。
For WLTE, ALTE and HLTE that have been managed by Customs certification enterprises, please make self-assessment and standard improvement in accordance with the provisions of Article 2 of this announcement and in accordance with the applicable general standards and individual standards.           

　　自2021年9月1日起，海關(guān)將按照本公告第二條的規(guī)定，對(duì)上述海關(guān)認(rèn)證企業(yè)開展重新認(rèn)證。
 Since September 1st, 2021, the Customs will re-certify the above-mentioned Customs certification enterprises in accordance with the provisions of Article 2 of this announcement. 

　　本公告自2021年3月1日起施行, This announcement shall come into effect as of March 1st, 2021.

　　特此公告, It is hereby announced.
