羅馬尼亞海關(guān)的主要職責(zé)包括：確保國家戰(zhàn)略的實(shí)施與政府計(jì)劃的完成，并依法享有執(zhí)法權(quán)；在全國范圍內(nèi)組織實(shí)施海關(guān)政策法規(guī)；參與研究制定海關(guān)法律法規(guī)，保證《羅馬尼亞進(jìn)口關(guān)稅條例》和其他法律法規(guī)的實(shí)施；保證海關(guān)協(xié)調(diào)制度、原產(chǎn)地和海關(guān)估價(jià)制度以及稅收征管制度的正確實(shí)施；協(xié)調(diào)并指導(dǎo)下屬地方海關(guān)打擊毒品、武器、爆炸物以及國家文物的走私和洗錢活動(dòng)；依法對(duì)載有進(jìn)出口或過境貨物的運(yùn)輸工具及出入境旅客的行李物品實(shí)施監(jiān)管；依法檢查樓房、土地、辦公室以及其他場(chǎng)所，并在海關(guān)法律允許的范圍內(nèi)提取樣品進(jìn)行化驗(yàn)；采取相應(yīng)措施履行羅方參與的國際條約與協(xié)議；為簡化通關(guān)手續(xù)而制定和執(zhí)行相關(guān)技術(shù)規(guī)范；采取相關(guān)措施完成歐洲海關(guān)一體化計(jì)劃等。
Romanian Customs is subordinate to the national finance department of the Ministry of public finance. As a part of the organizational structure of the national government, Romanian Customs not only undertakes the tax task, but also has the function of protecting the national economy and other social functions.
The main responsibilities of the Romanian Customs include:
Ensuring the implementation of the national strategy and the completion of the government plan, and enjoying the law enforcement power according to law;
To organize the implementation of Customs policies and regulations throughout the country; Participate in the research and formulation of Customs laws and regulations, and ensure the implementation of the import tariff regulations of Romania and other laws and regulations;
Ensure the correct implementation of Customs coordination system, origin and Customs valuation system and tax collection and management system; Coordinate and guide the subordinate local Customs to crack down on smuggling and money laundering of drugs, weapons, explosives and national cultural relics;
Supervise the means of transport carrying import, export or transit goods and the luggage of entry-exit passengers according to law;
Inspect buildings, land, offices and other places according to law, and take samples for testing within the scope permitted by customs laws;
Take corresponding measures to implement the international treaties and agreements that Romania participates in;
Formulate and implement relevant technical specifications to simplify customs clearance procedures;
Take relevant measures to complete the European Customs integration plan.
