經(jīng)過一年的過渡期，美國海關(guān)和邊境保護(hù)局(CBP)“安全信息申報(bào)”（SECURITY FILLING，也稱“10+2”），將于2010年1月26日起正式實(shí)施。申報(bào)錯(cuò)誤可導(dǎo)致最高達(dá)5000美金的罰款。
“10+2”要求是CBP于2008年1月發(fā)布的，要求進(jìn)口商和承運(yùn)人在國外起運(yùn)港裝貨前24小時(shí)提交有關(guān)輸美貨物的電子信息。“10+2”10個(gè)要素是要求進(jìn)口商提供制造商(或供應(yīng)商)名稱和地址、賣方名稱和地址、買方名稱和地址、運(yùn)往地名稱、集裝箱內(nèi)貨物位置、拼箱貨主名稱和地址、進(jìn)口商記錄編號(hào)/國外貿(mào)易區(qū)申請(qǐng)人識(shí)別號(hào)碼、收貨人編號(hào)、貨物原產(chǎn)地和商品編碼等10個(gè)數(shù)據(jù)要素。2個(gè)數(shù)據(jù)要素要求承運(yùn)人補(bǔ)充申報(bào)的信息包括貨物艙單信息和集裝箱狀態(tài)信息兩類，即貨物在運(yùn)輸工具中的具體位置信息及集裝箱滿載或空箱等動(dòng)態(tài)信息。
